Manslaughter conviction for the death of Leroy Billy

Background:

On August 18, 2022, the Surrey RCMP responded to an assault in progress at the intersection of 184 Street and Fraser Highway where they found 44-year-old Leroy Billy suffering from stab wounds. Mr. Billy was transported to the hospital where he succumbed to his injuries.

The Integrated Homicide Investigation Team (IHIT) took conduct of the investigation and worked in close partnership with the Surrey RCMP, the Integrated Forensic Identification Services (IFIS) and the BC Coroners Service.

On August 18, 2023, a 17-year-old youth from Surrey was charged with one count of manslaughter. The name of the accused was not released as per the provisions of the Youth Criminal Justice Act (YCJA).

Update:

Following court proceedings, on February 5, 2025, the accused was found guilty of manslaughter and he is scheduled to appear for his sentencing hearing which has been adjourned until March.

Mr. Billy died tragically from a senseless attack on the street, says Sgt. Freda Fong of IHIT. The conviction was made possible by a number of witnesses who did the right thing by cooperating with the police and testifying in court.

Mr. Billy’s life was cut short suddenly as a result of the accused’s actions and our thoughts continue to be with his family as the court proceedings come to a conclusion.
