File # 2025-245
Background:
On March 3, 2025, at approximately 5:25 p.m., Surrey Police Service (SPS) Frontline officers responded to calls of a shooting near the 7900 block 120 Street, Surrey.
SPS officers attended the area and located the driver of a vehicle suffering life-threatening injuries. Despite life-saving measures, one man succumbed to his injuries at scene.
At approximately 5:35 p.m., Delta Police Department responded to reports of a vehicle fire in the area of 64 Avenue and Westview Drive, Delta.
Update:
The Integrated Homicide Investigation Team’s (IHIT) newly established Integrated Gang Homicide Team (IGHT) has deployed to Surrey and has assumed conduct of the investigation.
IGHT is working in close partnership with the Combined Forces Special Enforcement Unit (CFSEU-BC), Surrey Police Service (SPS), RCMP Surrey Provincial Operations Support Unit (SPOSU), the Integrated Forensic Identification Service (IFIS) and the BC Coroners Service.
The investigation is still in its early stages, however IGHT investigators have confirmed the burnt vehicle in Delta is the suspect vehicle involved in the shooting.
IHIT is identifying the victim as 29-year-old Jaskaran Singh Minhas, in an effort to advance the investigation. Mr. Minhas was known to police and is believed to have connections to organized crime.
"This was a targeted, brazen shooting in a high-traffic area," says Sgt. Freda Fong of IHIT. Those involved displayed a complete disregard for public safety.
This shooting has the hallmarks of a targeted, gang-related homicide and the IGHT will be taking lead. We believe there are at least two suspects involved and investigators are working diligently to identify all parties. Investigators are currently interviewing witnesses, collecting evidence and canvassing for video.
Investigators are looking to speak with anyone who was in the area of the 7900 block 120 Street, Surrey and in the area of 64 Avenue and Westview Drive, Delta around the time of the events.
Anyone with information regarding this investigation is asked to call the IHIT information line at 1-877-551-IHIT (4448) or by email at ihitinfo@rcmp-grc.gc.ca.
